CARES ACT

Through the Coronavirus Relief Fund, the CARES Act provides for payments to State, Local, and Tribal governments navigating the impact of the COVID-19 outbreak.

The CARES Act established the $150 billion Coronavirus Relief Fund.

Treasury will make payments from the Fund to States and eligible units of local government; the District of Columbia and U.S. Territories (the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands); and Tribal governments (collectively “governments”).

FEMA

The Department of Homeland Security and FEMA announced the funding notice for an additional $100 million in supplemental Emergency Management Performance Grant Program funds.

The money is available to all 50 states, five territories and the District of Columbia as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. All applications must be submitted by April 28.

Through EMPG, states and territories can make subawards to their local and tribal governments. The funds are used to assist these governments in their public health and emergency management activities supporting prevention of and response to the ongoing COVID-19 pandemic.

To assist in streamlining this grant program and make funding available as quickly as possible, FEMA is not requiring a completed work plan be submitted with an application. Instead the required work plan will be due by July 30.

Funding for this supplemental, or EMPG-S, is separate and distinct from any funding that will be awarded under the Fiscal Year 2020 EMPG funding notice that was announce Feb. 14. Each state and territory receive a base allocation for EMPG-S. The remaining balance of funds will be appropriated on a population basis.

FEMA Assistance to Firefighters Grant (AFG) Program

$100 Million AFG COVID-19 Response Application Period Opens April 28 – The FY 2020 Assistance to Firefighters Grant Program – COVID-19 Supplemental (AFG-S) is a supplemental funding opportunity under the Assistance to Firefighters Grant Program (AFG). AFG is one of three grant programs that constitute the Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) focus on enhancing the safety of the public and firefighters with respect to fire and fire-related hazards. The objectives of the AFG-S program are to provide critically needed resources that equip personnel to respond to the COVID-19 public health emergency and support community resilience.

Staffing for Adequate Fire & Emergency Response (SAFER) Grants

FY 2019 Staffing for Adequate Fire and Emergency Response (SAFER) Grant – The FY 2019 SAFER grant application period is open April 13 – May 15 at 5 PM ET. SAFER grants provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, “front line” firefighters available in their communities. The goal of SAFER is to enhance local fire departments’ abilities to comply with staffing, response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720).

Homeland Security Grant Program FY 2020

On April 10, 2020, the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) announced modifications to the Fiscal Year (FY) 2020 Homeland Security Grant Program (HSGP) Notice of Funding Opportunity application submission requirements.
